Juridical reglementation of political parties’ formation and functioning in Republic of Moldova (comparative study). Chisinau, 2012

Study’s purpose and objectives: the paper’s aim is the research, the assessment and the efficiency of the juridical-authoritative framework of the settle of political parties from Republic of Moldova and especially registration, association, financing, suspension and juridical responsibility.
According to the given aim, there were established the following objectives: doctrines of scientific analysis and synthesis of political parties activity, including: the intake of citizenships in the domain of political parties activity regulation; juridical researches of organization and functioning of political parties; role, functions and typology of political parties in a state of law; the study of premises of political parties appearance in Moldova and other states; legislative evolution of juridical regulation of political parties’ activity in Moldova; juridical regulation of registering, associative, suspension and dissolution process of political parties; elucidation of essential problems related to juridical constitutional, civil, administrative and criminal responsibility of political parties; research of particularities of juridical responsibility ( constitutional, administrative, criminal and civil) of political parties from Republic of Moldova.
The scientific novelty and the originality: the innovative character of research and originality of thesis theme are manifested by the complex, transdisciplinary approach genesis, political parties’ evolution and juridical regulation of their organization and functioning. The author proposes as the novella - the research phenomenon of juridical responsibility of political parties starting with the registration and ending with the reorganization or their dissolution.
The scientific novelty involves a big number of scientific conclusions and recommendations of the author on juridical regulatory of political parties organization and functioning, especially: new classification of pluralism appearance and evolution process; lege ferenda.
The important scientific issue settled within the presented thesis consists of efficiency through democratization and liberalization of juridical regulation of the organization and functioning of political parties in the Republic of Moldova
Theoretical significance and applicative value of study: the theoretical significance of the research results consist in the contribution to the completion of the national legal framework of political parties’ activity.
The value of the thesis is manifested by the conclusions and the recommendations of the author, as well as in the process of modification and completion of the legal framework from Republic of Moldova, as well as lectures of constitutional law and political institutions, history of political and juridical doctrines. As well to rely on the aid can serve as base for the discipline – the electoral law.
The given thesis may represent a scientific source useful for the students, graduates, doctoral candidates and professors specialized in constitutional law and political science and political institutions as well as interested in this field members of non-governmental organizations.
Implementation of scientific results. The thesis results were implemented successfully at the department of socio-humanistic science of the Balti State University “Alecu Russo“as scientific and methodical support, aiming to inform the teaching staff and students, in the frame of author’s activities as electoral official at the Balti District Electoral Council Nr.2 during 2007 - 2011.
