The thesis consists of: introduction, three chapters, conclusions, bibliography that includes 153 sources, 13 applications, 128 pages of the main text, 13 tables, 6 charts.
Domain of study: Economics.
Objectives of thesis: the study of the emergence and the development of the health insurance on a global level, the identification of their advantages and disadvantages; the study and the identification of deficiencies of the state system of the compulsory medical insurance and private voluntary health insurance system; the determination of the interdependence of the compulsory and voluntary health insurance and elaboration of proposals an efficient combination of these types of insurance.
Scientifical novation and originality of the results: the elaboration of proposals for reforming the national system of compulsory medical insurance; the elaboration of methods and mechanisms for improving the private health insurance system and the effective interaction with the compulsory health insurance system.
The solved important scientific problem. One of the most important problems in health insurance is an effective financing of the national health system, as well as the development of specific models of the allocation of financial resources in this area. This problem can be solved by decentralization of mandatory health insurance funds and attraction of private insurance companies in the financing of medical facilities through active collaboration between the systems of mandatory and voluntary health insurance.
Theoretical significance: Theoretical findings and concepts may form of the methodology for future scientific researches. Moreover, this work can be offered as a guide for higher education institutions and economic institutions.
Applicative value of the thesis can be found in: the implementation into practice developed in the thesis proposals can increase the efficiency of the investigated systems, namely: decentralization of compulsory health insurance system and the creation of the fundamentally new scheme for the Republic of Moldova of redistribution of cash flows in the system; the creation of a mechanism of interaction of compulsory and voluntary health insurance based on the international experience, that will most effectively take advantage of each system.
Implementation of scientific results: The conclusions and suggestions formulated on the bases of the research, determine the practical importance of the present investigation. These can be used for decision making of credible health authorities and state finance reform and can contribute for the reformation of the funding strategy of the national health system. The results are published in 16 scientific works.
