Summary

Thesis structure: The study is exposed on 200 electronic text pages, consists of introduction, 6 chapters, conclusions, practical recommendations, summary in Russian, Romanian and English languages, bibliographical index with 217 references, including 42 figures, and 19 annexes. The obtained results are published in 29 scientific papers, including 2 monographs and 1 manual.

Study domain – The telemedicine technologies in the public health system.

Purpose: Complex evaluation of management, informational, legal and didactical issues for introduction of telemedical technologies in health and education system in Moldova.

Objectives: The objectives of this thesis are analyse contemporary trends in worldwide application of telemedical technologies, environmental assessment for implementation of telemedical technologies, the feasibility of implementation in the national legal framework of telemedicine technologies, analysis of projects implemented in the field, experience of telemedicine and distance medical education, identification of priority areas for further implementation of technologies studied, identifying potential obstacles and opportunities; assessment of benefits of implementing telemedicine applications in education and health, development of concepts, strategies and action plans and strategic development of telemedicine technologies in distance medical education in Moldova.

Scientific originality and actuality: For the first time in Moldova was comprehensive study of the problem of implementation telemedicine technologies and different methods of distance medical education Web-based and videoconferencing - all areas of pioneering in research and practice was conducted. In additon, managerial, legal, sociological and didactical aspects of telemedicine applications and benefits for implementation of telemedicine were studied.

The main problem solved with the current study: The scientific concepts and strategic action plans for implementation of telemedicine technology and distance medical education, resulting in the creation of new scientific directions in Moldova - the telemedicine and electronic health, has been addressed in a thorough and scientific methodology.

Theoretical value of the study: The results already implemented in educational, scientifical and clinical activities SUMP "Nicolae Testemitanu" and medical institutions in the Republic of Moldova will contribute to improving the quality, accessibility and reducing costs of educational services and health system.

Applicative value of the study. The findings were implemented in educational, scientifical activities and clinical activity of SUMP "Nicolae Testemitanu" and School of Public Health Management, clinical and scientific activities of the Institute of Neurology and Neurosurgery and Institute of Oncology. Research results are part of normative and practical activities of the Government and Ministry of Health. The results are used by American International Health Alliance, Global Fund of TB, Malaria and HIV / AIDS, etc.

Implementation of scientific results: The implementation of telemedicine technologies to enhance accessibility and scientifically proven potential quality of care and health education and major social, medical and economic benefits. Based on this research, Moldova operates seven telemedicine projects in the health system and medical education.
