Dissertation structure: the dissertation consists of the introduction, three heads divided into the corresponding paragraphs, conclusions and recommendations, 129 pages of the main text, the bibliography with 145 sources, 12 schemes, 12 tables, and also appendix.

Area of research of the dissertation - the higher educational institutions functioning in the conditions of dynamically developing market relations and carrying out the personnel training for the technical areas.

Research problems are generalization and ordering of existing methods of managing the professional educational organization, consideration of methodological approaches to modeling of a control system of quality of education in higher education institution, finding the direction of improvement of mechanism of the managing the continuity the educational process at specialists training in the conditions of a multilevel professional educational institution, carrying out diagnostics and the analysis of vocational training of specialists with secondary and higher education in the Republic of Moldova, offering of realization version of model of multilevel personnel vocational training after the example of one educational institution.

The purpose of the dissertation is improvement of quality of vocational training of engineering personnel by the realization of methodology of management of the educational organization of multilevel training in modern conditions.

Scientific novelty of the thesis consists in the following: the need for development of methodical aspects of a system method of the solution of complex administrative tasks in modern higher educational institution is proved; the content of the terms «education management» and «methods of managing the higher education institution», which contribute to optimization of educational processes and improvement of quality of education is specified; the model of ensuring the continuity in process of training of specialists for real economy sector with primary, secondary and higher professional education is developed, to eliminate duplication, reduce the period of training, to improve the quality of specialists training, rational use of material-technical base of educational institutions; the advantage of reducing the study period and rational use of material and technical base of educational institutions of primary, secondary and higher professional education is shown.

Theoretical significance of the research consists in creation of methodology of development and implementation of quality management system in institution of higher education. This methodology is based on the organization of mechanisms of management the structural subdivisions taking into account in their activity the requirements to the graduates (output production) and make possible to train them in accordance with the labor market requirements. Practical significance is that methodological regulations, developed in the dissertation are recommended to use for formation and development of multi-level professional educational institution. These methodological regulations will contribute to ensuring continuity, strengthening internal and external relations of educational institutions, improvement of the quality of training specialists.

Scientific results of the work presented in the dissertation are recommended to use for formation and development of multi-level professional educational institution. These results will contribute to the strengthening its internal relations, improve the quality of training specialists; and also presented materials can be used in the development and implementation of various models of interaction of all levels of training of technical personnel in accordance with market needs, the requirements of the profession and interests of students.
