The structure: The thesis for obtaining the academic degree of Doctor of Law include: an introduction, four chapters, conclusions and recommendations, bibliography of 377 appointments, 184 pages of basic text. Scientific results are published in 15 scientific articles.

Field of study: environmental law

Goal and objectives of the thesis. The goal of the thesis is to study of the essence, structure and functioning of environmental legislation of the Republic of Moldova as a system, to elucidate the most significant issues that marked its development at this stage and the formulation of possible ways and solutions to deal with them.The objectives of the work relating to: elucidate the role of the state in protecting the environment, analyzing the ecological function and environmental policy, revealing the essence and peculiarities of environmental law as a branch of the national legislation, research purpose and principles of environmental law and to highlight their role in developing the regulatory framework environmental and legal, examining the structure and operation of environmental legislation system, evaluating the quality and importance of the Framework Law for the functioning of given area, formulation of proposals for the rational systematization of environmental legislation to increase its practical efficiency.

The scientific novelty and originality.The paper includes a comprehensive and integrative investigation of environmental legislation of the Republic of Moldova, focused on elucidating the main factors ensuring the systemic character of the relevant legislation, the factors contributing to the development of its quality and shortcomings to be overcome today.

Solved scientific problem is to identify the problems of the development of the system of environmental legislation of the Republic of Moldova and in the development of effective solutions and optimize the legislation as a whole at the present.

The thesis contains a distinct vision of the environmental legislation of the Republic of Moldova as a distinct legal system and a series of conclusions and recommendations on the need and opрortunitу achieving its complex systematization and optimization of the mechanism and enforcement of them, so as to solve problems that affect it and to ensure its smooth and efficient development.

Theoretical significance and applied value. Thesis can serve as a teaching medium for students law faculties. Research results will be used extensively both by theorists who will continue investigations in this area, as well as practitioners in the context of changing legislation and its enforcement. Implementation of scientific results. The legal and scientific importance of the results allows their use both in theory, in terms of developing environmental law, on the legal level for systematisation to the environmental legislation, its harmonization with european legal framework and improve the mechanism of application, in practice – in process environmental decision making and legal enforcement environment.
