The thesis consists of introduction, 5 chapters, conclusions and recommendations, 180 bibliographical sources, 6 annexes, 134 basic pages, 17 tables and 17 figures. Obtained results were published in 6 scientific publications, including 2 articles without a co-author, 1 article in international scientific publications.
Domain of research: Social medicine and management.
Goal of research: Management of risks and opportunities in the field of medical malpractice, with a view to scientifically argument strategic directions and measures for improving the organization and functioning of medical malpractice in the Republic of Moldova.
Objectives of research: (1) study medical malpractice in health systems; (2) analysis of the medical malpractice system in the Republic of Moldova; (3) identify, analyse and control medical malpractice risks; (4) identify, analyse and control opportunities in the system of medical malpractice; (5) develop scientific recommendations and concrete measures for improving the medical malpractice system in the Republic of Moldova.
Scientific problem addressed in the thesis is represented by the study of deficiencies existing in the system of medical malpractice and of medical malpractice risks, as well as by the scientific argumentation of policy options directed toward improving the organization and functioning of medical malpractice system in the Republic of Moldova.
Novelty and originality of research: For the first time in the Republic of Moldova, the system of medical malpractice, as well as its medical, legal, insurance and policy implications were studied. The management of risks and opportunities in the system of medical malpractice was done from a scientific point of view.
Theoretical importance of the research: obtained results have a pedagogical applicability and may serve as didactic material for university and post university training of health professionals within the departments of SMPhU ”Nicolae Testemitanu” and the School of Public Health Management. Also, research findings serve as scientific evidence and provide arguments for new directions in the management of medical malpractice in the Republic of Moldova. The results of the present research may be used by the Government of the Republic of Moldova, Ministry of Health, State Medical and Pharmaceutical University ”NicolaeTestemitanu” and other institutions in developing programs for prevention and control of medical errors.
Applied value of the thesis consists in delivering arguments, evidence and necessary materials for developing and adjusting the normative and institutional framework on medical malpractice. In this regard, research materials underlay the development of the Frame concept of human resource development in the health system and were used by the work group of the Ministry of Health responsible for the development of the draft legislative act on medical malpractice.
