Summary

This scientific research constitutes an analysis of doctrinal achievements and normative regulations on the assurance of the constitutional principles on organization and functioning of the public administration in administrative-territorial units; it’s a research on the level of conformity of the national legislation to the international regulations on the decentralization and local autonomy; it represents an analysis of opinions and researches related to the topic, done by the scholars from different countries.

The work contains an in-depth analysis of the public municipality administration system, of the principles and rules that constitute the fundament if the public authority activity from Chisinau, being shown different particularities, inefficiencies, identifying the advantages and disadvantages on the economic and social development of the municipality Chisinau and local collectivities from the municipal territory.

The PhD thesis tends to be one of the first works that researches the problem of organization and function of the local public administration in the capital municipality through the constitutional principles of decentralization and local autonomy.

The scientific analysis of the organization and function of the public and administrative institutions of the municipality Chisinau, critical analysis and proposals towards the necessity of institutional consolidation of the municipal public administration system, development of administrative methods and mechanisms provided to the public authorities form the municipality; it represents scientific and practical interest for the state authorities and local collectivities from the country in order to ameliorate the system of local public administration, its join to the European standards.

The work will allow the public servants from the central and municipal public authorities to know better the multitude of the theoretical and practical problems on the organization and functioning of the public administration at the level of municipality Chisinau. Also, it will be useful for the students from the Department of Law that study public administration and problems connected to the organization of the state administration and local public administration.

This work contains some conceptual recommendations that can contribute to the betterment of the situation on the assurance of an efficient and adequate legal regulation of the statute of municipality Chisinau. Same time, proposals for the modification of the law have been elaborated, related to the perfection and modification of the national legislation of the Republic of Moldova and its adjustment to the requirements to the international standards.
