Summary

In the thesis for doctor's degree there are investigated the main questions related to the definition of a place and role of a public servant in state apparatus, through his structures participates in realization of the national sovereignty and general interests if citizens. Various categories of public servants are involved in the state apparatus, which, constantly and professionally, carry out their functions.

In the thesis the author demonstrates, that the state functions are realized by the state apparatus through realization of public services. There is shown also the specificity of public function as of a mechanism of execution of laws and normative acts of the state. There was demonstrated the role of the state and public servants in the improvement of activity of state apparatus.

The aims and subject of dissertational research are concerned to the role and place of public servants in the improvement of the activity of state apparatus, as well as the role of the state in the improvement of the activity of public servants.

There are different opinions, conclusions, recommendations are described in the thesis, that serves for optimization of the public function and the legal status of public servants in various state and not state structures.

There were analyzed both the positive and the negative practice of the organization and functioning of public services and public functions in Romania and Republic of Moldova and the concrete proposals were given for the improvement of the situation in these areas.
