The thesis comprises the introduction, three chapters, conclusions and recommendations, bibliography of 160 titles, 35 appendixes and it is made the 190 pages, inclusively 24 figures and 45 tables. The obtained results are published in 13 scientific works.
Domain of study is represented by the local public incomes and possible conditions of local public incomes equalization with the aim of the public services quality improvement.
Aim of work consists in the methodological study of the instruments for the equalization of the local public incomes in the administrative-territorial structures in the Republic of Moldova for the elaboration of some measures for the effectiveness increase of the local public expenditures modality and for the improvement of the public services quality. Methodology of scientific research it is based on the methods of the economic – mathematic modeling, economic efficiency theory.
Scientific novelty and originality of the obtained results consists in: deepening of the notion of the budgetary incomes equalization, emphasizing of the administrative-territorial units incomes inequality as the result of the fiscal basis differences, emphasizing of the smallest squares model (MCMMP), research of the cost-benefit of public services for the improvement of their quality.
Theoretical significance is made up by the concepts and devoted scientific works: theoretical and practical aspects of the budget incomes of administrative-territorial units, theoretical and practical aspects of the inter-budgetary relations. Applicative value of work consists in: research of the public services financing modality for the improvement of their quality, scientific argumentation of the necessity of the incomes equalization at the territories on the basis of the factorial coefficients calculation.
Implementation of scientific results: the research results and the suggestions executed on the topic of thesis were analyzed and implemented at the national level, within the Local Public Administrations.
