The dissertation consists of the introduction, three basic chapters, conclusions, recommendations and bibliography – 187 titles and 29 annexes. It has 202 pages, 25 figures and 3 tables. The results obtained have been reported in 9 scientific publications.
The area of study, the object and the thesis objectives are to underlie the concept of monitoring and evaluation of public policies, including financial monitoring in the area of property administration belonging to state enterprises and companies owning the integral part or the majority of the state stock, as well as to conform international instruments and techniques of financial monitoring of using public property of state-owned enterprises to national conditions.
Novelty and scientific originality. The concept of monitoring the activity of state enterprises and companies owning the integral part or the majority of the state stock, and assessing public policies in the area of public property administration in the real sector of economy have been developed in this thesis. There have been also identified the techniques for effective use of public property of state enterprises and companies owning the integral part or the majority of the state stock by improving financial monitoring and evaluation of public policies in the area of property administration.
Theoretical significance and applied value of the work paper. The work shows the prerogatives of the Republic of Moldova on ensuring the competitive advantage through the process of monitoring and evaluation of economic and financial activity of state enterprises.
Implementation of scientific results. The performed assessment may be useful in
developing the ownership concepts, strategy and action plans in the area of public property
administration considering the monitoring and evaluation of state enterprises and joint stock
companies with state participation in equity.
