Poverty phenomenon – global and national issue: causes, consequences, solutions

The purpose and objectives of the work: comparative analysis of poverty as a global issue,
determining causes and consequences of poverty in the R. of Moldova and developing
recommendations for improving efficiency of poverty reduction in the country, taking into
account international experience in the field.
Novelty and scientific originality: Systematization of national legal framework on poverty;
Classification of poverty causes and effects in Moldova; Systematization of international
experience on poverty reduction; Launching new concepts related to poverty, such as “low
comfort”, “phenomenon that affects negatively life durability”, „obscure poor”, “utilizing time in
non-productive manner”, psychologic aspect of poor, „culture of personal buget”, conception of
“10 D”, “statistical poverty reduction”; Recommending new models, such as: local plan for
poverty reduction, model for increasing efficiency of international development assistance and a
model for calculating resources necessary for poverty reduction; Practical recommendations to
different institutions which can contribute to poverty reduction in the country.
Theoretical significance lies in: Studying multilateral aspects of the poverty phenomenon -
economic, social, cultural; Underlying main tendencies that create or maintain poverty and
negative effects of the phenomenon on the level of a person, family, community or the whole
country.
The applicability of work: Underlying new aspects of poverty phenomenon which can be used
for population well-being analysis and improvement of the national legislation. Application of
the proposed recommendations, and especially of the proposed models, can contribute to
improvong policies implemented at the different levels with the aim of poverty reduction
efficiency.
Implementing scientific results: Results achieved based on research and new concepts were
proposed to the stakeholders, and some of them were already used for developing poverty
reduction policies and strategies on the level of community, region, national and international.
