Summary

Thesis structure: introduction, three chapters, general conclusions and recommendations, bibliography of 136 titles, 7 annexes, 143 pages of basic text, including 16 figures and 12 tables. The results obtained are published in 13 scientific papers.

Field of study: Specialty – 521.03 Economics and Management in the field of activity.

The purpose and objectives of the thesis. The purpose of the thesis consists in the development of scientific and methodological fundamentals regarding the optimization of environmental protection activity in present circumstances, to increase the ecological safety of the ports. As to achieve the aim proposed, were traced and achieved the following objectives: comparative assessment of standards implementation of ISO 14000 series and ecological audit in Romania and abroad; the study of ecological aspects of the area of Giurgiulesti and Constanta; the systematization of economic relations of environmental regulation-state- ports; the elaboration of logical sequence regarding the evaluation of the effectiveness of the implementation of the organizational and technological measures for environmental management in maritime ports; the determination of the possibility of making the multifactor check of the environment; the development of optimization model of environmental management activity of the port; the formulation of procedures for ensuring the sustainable functioning of the port, at design and operation phases; the elaboration of a set of measures to ensure implementation of environmental activities in the port in safely ecologic conditions and minimize costs.

The novelty and scientific originality of the investigation lies in the elaboration of the calculation method based on multifactor evaluation of criteria for the evaluation of ecologic- economic status of the port; proposal and argumentation of scientific and methodological measures of maritime ports influence over the economic and ecological environmental protection, taking into account the current organizational, legal and ecological operation conditions of the port; optimization of the organizational-technical measures for the management of environmental protection in the port, etc.

Important scientific issue resolved is to develop the scientific and methodological measures to justify the choice of qualitative and quantitative conditions for ecological security in maritime port activity, as well as the development of the methodology of complex multifactor evaluation of the port, taking into account organisational, economic and environment criteria through the use of organizational-technical measures for the management of environmental protection in maritime ports.

The theoretical significance and applicative value of the thesis, lies in the possibilities of use of theoretical and methodological approaches elaborated on the development of the economic management system in the maritime port activity for optimising the measures relating to environmental protection, reduction of negative influence of port activity on the status of environment.

Implementation of scientific results: The results obtained in the research are used in SC EUROTRANZIT 2000 SA activity, in port area, the corresponding committees of the Ministry of the Environment and Climate Change, SC EUROEST PILOT SRL, S.C.SOCEP S.A. CONSTANTA, MIDIA MARINE TERMINAL, for formation of maritime ports strategies.
