Summary

Foreign policy provision in the programme documents and activity of the political parties in Moldova. Doctoral thesis in Political Science. Chisinau, 2015. Thesis structure:introduction, three chapters, general conclusions and recommendations, bibliography of 351 titles, 162 basic text pages. The results are published in 12 scientific papers. The purpose and objectives of the thesis: the purpose is to sdudy the foreign policy provisions of the programme documents of the political parties in Moldova and determine their impact on the strategic priorities of foreign policy, the activity of the institutions of state power branches and political parties in the context of geopolitical and doctrinaire pluralism. Reaching the goal calls for some objectives to be achieved: to acomplish a complex historiographic study of the scientific elaborations on the topic; to relief the politico-legal fundamentals and methodological, conceptual and theoretical refference points of the investigation; to identify the spectrum of strategies and tactics applied by the parties in the process of programming, analysis and implementation of foreign policy objectives; to determine the transformation level of some party foreign policy goals in the datum point of the government programs by some institutions of state power branches;to elucidate Moldova’s activity within subregional cooperation institutions. The solved important scientific problem is expressed by developing a comprehensive vision on the foreign policy component presented in the programme documents and activities of political parties. It is a fact that has allowed to determine the impact of this dimension on the Moldova’s evolution domestically and in the international relations and to establish the degree of implementation of party strategies and tactics in the political modernization processes. Scientific novelty and genuinity lies in conducting a complex research of the binomial political parties - foreign policy programmatic provisions appproached in interconnection and interdependence, identifying the cooperation processes of the Republic of Moldova in the European area; determining the strategies and tactics applied by the parties in the implementation of foreign policy programmatic provisions; identifying the action mechanisms of democratic institutions empowered with prerogative development, adoption and exercise in foreign policy; demonstrating the lack of interdependence between stating foreign policy objectives and the democratic organization of the state including the system of democratic parties, underlining Moldova's activity within multilateral cooperation institutions, especially subregional dimension. The theoretical significance of the thesis lies in completing the conceptual and methodological framework for conducting investigations of interdisciplinar character on the binomial political party - foreign policy; developping strategies and tactics as a theoretical support to modernize the activity of the political parties for ensuring the process efficiency of goal adoption and implementation; justifying the importance of deepening the subregional partnerships to strengthen Moldova’s participation in the European integration process. The practical value of the work lies in developing a study with feasible valences which become manifested by: providing useful foreign policy information to the decision factors in local governmental authorities and party representatives; completting theoretical and scientific elaborations in the field of Stasiology; familiarizing the public opinion and experts with information on geopolitical and doctrine options of political parties. Implementation of scientific results: The thesis is elaborated in the Centre for Legal Research and International Relations of ILPR ASM, was presented and debated at the meetings of the Profile Centre and Scientific Seminar of the Institute. The results were published in 12 papers, were discussed and approved at 7 national and international scientific forums. The elaborations may be used by competent structures and academic and university institutions.
