Summary

The structure of the thesis includes: introduction, three chapters, conclusions and recommendations, the bibliography with 251 sources, 23 annexes, 125 pages illustrated with 24 tables, 40 figures.

The results of research are published in 10 articles.

Field of research: Theory and Economic Policy.

The purpose of the research: Analysis of models and factors that determine the efficiency of the training system in VET and identification of the most efficient model, so that labor force created in VET could attain the balance on labor market andб as a result, contribute to sustainable economic growth.

The objectives of the research: (1) systematization of theoretical approaches on the professional and vocational education impact on the economy; (2) identifying the transmission effects of education on outcome economic indicators; (3) analysis of unbalance in Republic of Moldova related to educational offer of VET system and estimation the economic its effects; (4) identification of causes of unbalance between VET system offer and labor market demand; (5) identification of international experience regarding the models of organization and operation of technical vocational education system, analysis of possibilities for adaptation to the realities of the Republic of Moldova; (6) estimating the return on investment in different models for organizing VET system and identifying the optimum model for the economic realities of Republic of Moldova.

The scientific novelty consist in identification of optimal model of organization and operation of vocational education system in the conditions of labour market of Republic of Moldova that ensure the efficiency of professional training of labour force producing high return of investment in this field.

The important scientific problem solved in the investigation is the mismatch between the supply of vocational education system and the labor market demand. As a result of this unbalance it is registered a poor returns of investment of professional education. It was scientifically grounded how to best organize vocational education system and, as a result, achieving a new balance on the labor market in the conditions of Republic of Moldova. The theoretical significance of the thesis lies in the argumentation and quantification of efforts, risks and benefits of different models of organization and operation of vocational education system that form the work force according to labour market demands. It was scientifically grounded the model that ensures the highest efficiency of investment in economic conditions of Republic of Moldova.

The practical value of the thesis As a result of the research, were offered practical recommendations that were incorporated into Strategy for the development of technical vocational education in Republic of Moldova, 2013-2020, Regulation of organization and functioning of the Republican Centre for Vocational Education Development, Regulation of organization and functioning of the National Council Vocational Education Coordinator, Regulation of organization and functioning of Centers of Excellence (confirmed by the certificate of implementation from the Ministry of Education).
