Summary

Thesis structure: introduction, five chapters, conclusions and recommendations, bibliography of 388 references, 28 annexes, 248 pages of basic text, 46 figures and 51 tables. The results are published in more that 80 scientific papers.

The field of study of the thesis is the theoretical and practical aspects of the HRM in the context of the association of the Republic of Moldova to the European Union. The purpose of the research is to design and develop theoretical, methodological and applied foundations of the human resources management within the organizations from the Republic of Moldova.

The objectives of the research are: the theoretical, conceptual and multidimensional approach to the main elements and categories characteristic of the HRM; the identification of risks and dangers faced by organizations when applying inadequate HR management; benchmarking the labour market and the HRM at EU level; the overall assessment of the HR function and the HRM dimensions, and the implementation of certain new elements in this field.

The scientific novelty consists in: the development and explanation of the HRM elements and functions; a multidimensional approach (economic, psychological, social, geopolitical and intercultural) of HR within organizations; the revision of the HR managers’ mission and tasks, having an impact on the increase of organizational competitiveness; the development of new methodologies and evaluation methods of the HRM within organizations through the development and implementation of the dashboard; the development and implementation of personnel marketing, as activities related to the HR functions.

Important scientific problem solved. It results in substantiating the complex theoretical and methodological system of human resource management within organizations from the Republic of Moldova, assessing the impact of HRM on organizational competitiveness, as well as improving and readjusting it to EU standards.

The key results new to science and practice consist in developing new elements that require a comprehensive approach to HRM, having direct implications on ensuring organizational competitiveness at European and international levels, and in advancing a new research direction, an interdisciplinary and multidimensional one in terms of the association of the Republic of Moldova to the European Union and the RM-EU Association Agreement.

The theoretical significance and practical value of the paper. The research results allow for the enrichment of the theoretical and conceptual framework of the HRM as a result of attracting certain related fields and the awareness of their relevance to ensure the sustainability of HR within organizations, in the context of the association of the Republic of Moldova to the European Union. The recommendations stated above can be used by government institutions responsible for this field of activity and organizations in the Republic of Moldova, regardless of ownership form and field of activity.

The research results have been implemented in various strategies and policies developed at national level and in HRM systems within various organizations in the Republic of Moldova, such as: "Moldtelecom" JSC, the Public Institution Academy of Economic Studies of Moldova, BC "Eximbank - Gruppo Veneto Banca " JSC and „Nucul de Aur” Ltd.
