Summary

Dissertation structure: introduction, four chapters, general conclusions and recommendations, bibliography consisting of 212 titles, 4 appendixes, 129 pages of basic text, 15 graphs. Publications on the topic of the dissertation: the results of the study have been reflected in 14 publications (5 articles in scientific journals, 9 scientific articles published as conference materials).

Field of research: public administration.

Scope of research: complex studying and analysis of public administration’s role in public services organization and management, both from a public administration authorities’ perspective and from a citizen perspective, in conditions of public administration reform and European integration.

Objectives of research: to study the theoretical foundation of public services organization and management; to perform the evolution analysis of public administration’s providing mission in order to identify general trends of development; to study central government’s role in public services organization and modernization; to identify the specificity of public services organization and management by the local government; to emphasize modernization directions for the public services system in the Republic of Moldova from the perspective of public administration reform; to study the main achievements of modernization and increase of effectiveness of public services in the Republic of Moldova in the prospective of European integration.

Scientific novelty of investigation consists in identifying and analyzing theoretical aspects of public administration’s providing mission; in identifying the role of the latter in organizing and managing public services within different administrative systems; in performing a complex approach of public services modernizing in the Republic of Moldova in the context of public administration reform; in the scientific argumentation of the need to increase the efficiency of public services in the Republic of Moldova while having limited public resources available; in analyzing international public services management practices from an applicability standpoint for the Republic of Moldova’s administration system; and in developing evolution scenarios for public services from an European integration prospective.

Scientific problem solved is the scientific foundation of public administration responsibilities in organizing and modernizing public services. This has led to a clearer perception of public administration’s providing role in conditions of more and more intense involvement of private subjects in public services management, needed in order to identify possibilities for using new methods of public services development and efficiency-increase in the Republic of Moldova.

Theoretical importance of the research is expressed in the studying of fundamental concepts of public services organization and management; in analyzing public administration’s role in the above mentioned processes from a progress standpoint; in identifying public services’ general development trends in conditions of public administration reform and European integration; and in the studying of major theoretical models of organizing public services and comparing them with the existing model of public services organization in the Republic of Moldova.

Applicative value of the research. Recommendations developed in the dissertation may be used by local and central government authorities from the Republic of Moldova for identification of possibilities of improving existing public services; for the implementation of an effective management of public services in public administration authorities; for developing practical skills of establishing and managing new public services, and for offering a large variety of public services to the citizens, both able to satisfy the needs of the latter and meeting requirements of a public administration system that is both modern and European.

Implementation of results achieved has been carried out through scientific papers’ publishing, reviewing of bills on dissertation-related issues, and including information from the dissertation in training programs of civil servants’ professional development.
