Moldovan society, at present, is characterized by a high level of vulnerability. Persons, communities, societies, the world as a whole are vulnerable. The Republic of Moldova, under the transformation initiated at the beginning of 90’, registers a fragile balance, exacerbated by deep economic crisis and social disorganizations in all spheres. Children suffer the most as a result of these changes. Sometimes they do not have decent conditions of life and are exposed to a number of factors, which affect their development and personality. As a result the number of children in need of special protection increases.
The main goal of the research is to identify social problems encountered by children and families and analyse efficiency and effectiveness of traditional and alternative models of child protection developed by civil society in collaboration with local public authorities.
The present work studied the risk factors which affect the well-being of families and leads to child abandonment, as well as the problems related to child and family protection, weak points of the existing protection system, positive practice in developing and implementing of the childcentred, family-based community social services developed in Chisinau. The study also identifies possibilities to replicate the developed services at national level.
This research is an analysis of underlying and basic causes of social problems in the municipality of Chisinau. The general decline of the quality of the services for children – education and health, limited possibilities for the development and recreation, increase of violence and instability in society, lack of family and community based social services have a negative impact on all children. Best interest of the child in not taken into consideration in the development of policies which affects their future development and integration into society.
The research not only identified the problems of child and family protection system, but also has shown mechanisms of family support within the community, for reintegration / integration of children from residential institutions in family environments, possibilities for replication of best practice developed in Chisinau.
On the basis of the results there have been elaborated conclusions and suggestions, as well
as practical measures to improve the situation of children and families in difficult circumstances,
which have been presented to central and local government, as well as to the civil society from the
Republic of Moldova.
