Summary

The proficient management implementation in the public administration system is of major significance, because this process will generate more professional public administration-related activities. It will also determine the change of public administration values and the re-orientation of civil servants’ actions. It will eventually help us develop a new managerial conception for a modern public administration.

This paper has performed an ample and integral analysis of the human resource management in the Republic of Moldova. As a result, many major issues were emphasized in the civil service system, and strongly motivated solutions were proposed in order to solve these issues. This could also determine the development of this very system.

This paper has done serious research on the public management and human resources management in many countries with a modern and effective public administration, such as Germany, France, Netherlands, Finland, and Sweden. The author has also studied the experience of Romania, Ukraine and other post-soviet countries. Finally, in this paper there were drawn the main directions of human resource management improvement in the Republic of Moldova.

Thus, in this paper are emphasized many methodological aspects of the human resource management, as well as the specifics of this management in the public administration process. This paper has studied many theories and strategies of public management and human resources management.

This paper has also analyzed the specific features of the human resource management in the Republic of Moldova’s civil service system. Another important achievement of this work is the sociological survey and the various opinions of many respondents, which have helped the author to create the socio-managerial profile of the civil servant, and its impact on the public administration system’s effectiveness. This paper has also studied all the laws regarding human resource management in the public administration process, so as its correspondence with the needs of an effective human resource management. Finally, the author has suggested a number of solutions regarding human resource management improvement.

The study of human resource management theory and practice has given the opportunity to the author to develop the human resource management strategy in the public administration system of the Republic of Moldova. This strategy could also help building an effective human resource management system, which will correspond to the needs of the European integration process.
