This thesis, in form of a scientific investigation, puts in discussion issues related to the organization, activity and competencies of a modern international organization, the example of the Council of Europe being particularly elucidated.
With reference to the degree of mapping many aspects of the organization and functioning of the Council of Europe, competencies, its mechanism of functioning, we could mention their presence in the specialized literature. In the same time, we mention that the science of Law knows several opinions and doctrinal conceptions that are not definitively explicit on the eventual enlargement of Council of Europe’s action field. One important step in the codification of the international organizations Law could be the elaboration and adoption of an international instrument assigned to govern the whole field of international organizations’ activity, inclusively by applying the elaborated juridical norms and establishing a common mechanism of control over their implementation.
Analyzing the problems under discussion, we identified the role of the Council of Europe through the prism of its connections with member-states’ public institutions. The suggested objective has been reached by formulating such new priority directions of activity as the implication in the processes of European security and stability, as well as the pan-European economic development – new and important aspects if taking into consideration the role of guarantor of public order in Europe.
The present paper might be considered as a contribution to identifying the position and actions of Republic of Moldova related to its full integration into the family of European states.
In particular, elaboration and application of efficient control mechanisms over the
implementation of the European Convention of Human Rights norms in a modern society,
including by their application on the whole territory of Republic of Moldova, the Transnistria
issue becoming a key point of the European political agenda.
