This paper elucidates the place and the role occupied by state security bodies in the actual system of public authorities in the Republic of Moldova. A starting point of the dissertation is the study of historical evolution of state security bodies in Moldova since 1940, when the Soviet regime was established on the territory of the republic. The period of Soviet governance has most strongly affected the present legal status of the state security bodies.
Special attention is paid to the modern concepts of national safety and state security. It is emphasized, that presently safety is a complex phenomenon, including social, political and legal aspects.
The fundamental chapter of the paper is focused on the competence of state security bodies as basic element of their legal status. Revealing of duties of state security bodies in the Republic of Moldova has allowed make some suggestions on their reorganization, taking into consideration the larger practice of other democratic states in the given field.
In the dissertation the interactions arising between state security bodies and the supreme public authorities in the Republic of Moldova are thoroughly analyzed. In particular, it is emphasized the necessity of improving Parliament control over security services and reassessing the role of the Supreme Security Council at the present stage.
In addition to making conclusions about the method of organization and functioning of state security bodies in the Republic of Moldova, this paper also includes some proposals on improving the local legal system, regulating the legal status of these bodies.
