Research purpose: to define the methodological and theoretical components of the Technological Model of personalized learning of the English Language at the university level.

Research objectives: to analyze the evolution of the personalized learning concept, determining theoretical and methodological underpinnings of the effective English language teaching through the personalized learning in higher education; to elaborate the criteria, indicators, descriptors of communicative competences (reading, writing, listening and speaking) from metacognitive strategies perspective; to test the Technological Model of personalized learning of the English Language.

Scientific novelty and originality assumes the utility and extension of multidimensionality of the personalized learning concept that represents an educational target to personality development; effective English language teaching through the development of the Technological Model of personalized learning of the English language through the development of metacognitive regulation strategies of cognition and metacognitive strategies: listening, reading, writing of each student to increase the level of acquisition of communicative competences (reading, writing, listening and speaking); elaboration of the criteria, indicators, descriptors of communicative competences (reading, writing, listening and speaking) from metacognitive strategies perspective.

The scientific problem solved in research: confirms the effective English language teaching through personalized learning to increase the metacognitive student’s potential, the fact that allowed elaboration, implementation and experimental validation of the Technological Model of personalized learning to increase the acquisition of the communicative competences (reading, writing, listening and speaking) through the development of metacognitive strategies in English language.

Theoretical significance of the research: justifies the extension of the initial training practices of English teachers outlining personalized learning peculiarities in higher education; necessity of the development of communicative competences (reading, writing, listening and speaking) through the development of metacognitive regulation strategies of cognition and metacognitive strategies: listening, reading, writing in the process of learning English.

Applied value of research: validates the Technological Model of personalized learning of the English language at the university level through an experimental means being useful through organization of didactical activities at the university level through the development of metacognitive strategies that facilitates English acquisitions. Research results can be of significant assistance to primary, secondary, high school teachers, university professors and in their continuous training in promoting student learning.

Implementation of scientific results: the research results were explored during practical activities with pedagogical students from State Pedagogical University „Ion Creangă”.
