Summary

Thesis structure: Introduction, four chapters, general conclusions and recommendations, bibliography with 279 references. The content of the work is set out in 208 pages of main text; illustrative material contains 30 tables, 71 figures, 29 formulas, 29 applications. The results are published in more than 60 scientific papers.

Field of study: Regional economic development, management of entrepreneurship.

Objective: Extension of the theoretical foundations, development of methodological and practical recommendations on economic innovative development management in the context of stimulation of endogenous growth in regions with underdeveloped real sector of economy and innovation infrastructure.

Research objectives: to study conceptual frameworks behind the formation of national and regional innovation systems under the concept "territorial dynamics of knowledge"; create methodological tools for regional innovation development management processes; develop a method for assessment of the regional innovation capacity; design recommendations for improvement of public policies to encourage the development of innovation based on studies of innovative potential of entrepreneurs and evaluation of feedback from business services providers.

Scientific novelty and originality of research: application of systemic institutional approach to investigation of the regional economic innovative development was substantiated; the concept of regional innovation systems was clarified; methodological tools for interaction of its internal components were systematized and amended; the concept of the regional innovative potential and its endogenous growth factors was clarified; methodological toolkit for implementation of the model aimed at innovation capacity building based on clusterization of the regional innovation space was developed; econometric model showing the impact of the internal and external catalysts of growth of the SMEs’ innovation potential was developed and a set of indicators for its evaluation was proposed.

Fundamentally new scientific and practical results: the conceptual framework of the regional innovation systems is refined on the basis of an analysis of theoretical foundations behind the innovation systems in the countries with developed and emerging market economies; the key "bearers" of the aggregate economic potential of the region and the endogenous determinants of innovation development are singled out; a methodology for assessing regional innovation potential was developed on the basis of an institutional study, economic and research potential with reliance on cooperation. These fundamentally new results illustrate: the need to initiate endogenous mechanisms of innovative development of the regions, which stimulate the acceleration of information exchange between all stakeholders. The use of applied methods makes it possible to achieve results that solve the scientific problem of improving management of the innovative development of the regional economy at the present stage. An important scientific problem is solved through the theoretical and methodological substantiation of economic and social processes aimed at identifying factors of endogenous growth in regions with low level of development of the real sector of the economy and business support infrastructure. A new scientific direction is proposed – formation of a system for managing innovative development of the regional economy based on assessment of its aggregate economic potential and integrated interaction of the main actors of the innovation environment with the support of the factors of endogenous growth.

Fundamentally new scientific and practical results: endogenous determinants of the regional innovation development obtained within the framework of the concept of “territorial dynamics of knowledge”; a model to strengthen the innovative potential of SMEs was developed, based on allocation of internal and external drivers of innovation growth; based on study of innovation entrepreneurship development, recommendations were offered to improve the government policy aimed at stimulation of innovation development; a complex of innovation potential evaluation indicators is proposed, as well as an implementation model for innovation development management, including the organizations responsible for the formation and implementation of innovation policy in Gagauzia.

The theoretical significance and practical value of the study: methodological toolkit was designed to ensure operational management of the regional innovation ecosystem; most relevant “carriers” of the total economic potential of the region based on the model of interaction of key players in innovative space were highlighted; two categories of “active” and “passive” innovators" were identified.

Implementation of scientific results: Conclusions and recommendations of the study have been implemented in SME support programs in Gagauzia; in the formation of innovation infrastructure in the region; during training programs, curriculum development, elaboration of educational and methodological manuals on “Fundamentals of Entrepreneurship”, “Strategic Management” and “Innovation Management”; scientific seminars at F. Schiller University (Germany), and under projects managed by the Ministry of Economy, Ministry of Regional Development and Construction.
