The structure of the thesis includes introduction, three chapters, conclusions and recommendations, bibliography of 114 appointments, 24 appendixes, 149 pages of the main text, 24 figures, 47 tables and 4 formulas. The obtained results were published in 14 scientific papers.
The field of the research is the analysis of theories and methods used to evaluate the academic performance in the higher education and research institutions in agricultural sector of the Republic of Moldova. The main goal and objectives of this research is to identify the method of improving the performance management in the higher education and research institutions in the agricultural sector of the Republic of Moldova.
The scientific innovation consists in justifying the method of assessing the academic performance by using the linear programming technics of the data envelopment analysis. A nonparametric rating approach has been developed to evaluate the performance management in the higher education and research. The important scientific problem solved in the thesis consists in developing the nonparametric assessing method of academic performance in the higher education and research institutions in the agricultural sector. The theoretical importance consists in establishing the results and defining the functional relation between the level of academic performance in the research and the organizational structure of the higher education and research institutions in the agricultural sector of the Republic of Moldova.
The practical importance of the thesis is that the rating DEA may be used by Ministry of Agriculture and Food Industry for the research budget efficiency and optimization of the academic staff. The nonparametric methods are useful for real forecasting of the structural improving in the higher education and research institutions in the agricultural sector.
Implementation of the scientific results. The scientific results were implemented within the framework of the scientific institutional project 15.817.05.31A. ,,Sustainable development of rural areas in the Republic of Moldova in the context of Eurointegration”.
