Summary

Thesis structure includes: introduction, three chapters, general conclusions and recommendations, a bibliography of 13 sources, 28 annexes, 138 pages of the basic text, 15 figures and 51 tables. Research results have been published in 14 scientific papers.

The purpose of the paper is to define the theoretical concepts underlying the activity of the local business incubators and the theoretical-practical basis of the performance indicators and the optimization criteria of their activity, by ensuring the evaluation of the economic situation feasibility and the strategic directions of development of the business incubators in the Republic. Moldova.

The objectives of research: study of the contemporary theoretical-methodological aspects of the following concepts: small and medium-sized enterprises, business incubator and business incubator management in order to argue the business incubator concept as a form of support in the development of small and medium-sized enterprises, analyzing the international experience of BI operation through identifying their particularities; determining the connection and similarity of development of BI and SMEs based on the analysis of their economic-financial situation, conducting a case study, which will confirm the importance of BI as a form of support for small business; argumentation and development of the strategic directions of BI within clusters; arguing and elaborating the development opportunities of BI within the industrial parks; use of the Balanced Scorecard (BSC) method in evaluating the economic efficiency of BI, elaboration of the nonparametric methodology for evaluating BI rating by implementing the integrated indicator of managerial performance TE based on data envelopment analysis.

The research hypothesis is based on the assumption that there is a direct correlation between BI and SMEs, and the development of BI will contribute to the efficiency of the small business support infrastructure.

The research methodology methodology represents the technological and theoretical-scientific support of the research, constituted on the basis of the works of foreign and domestic scientists in the field of management of small and medium-sized enterprises and business incubators. The paper used the following research methods: analytical and comparative method, deduction, induction, statistical groups, logical argumentation and demonstration, systemic approach, quantitative analysis methods, SWOT analysis and benchmarking. The non-parametric methodology for evaluating BI rating is presented by defining the integrated indicator of economic efficiency and analyzing the data envelope. The correlative analysis of the managerial performance of BI was defined by means of the technical efficiency, determined based on the value of the Pearson correlation coefficient.

The scientific novelty of the paper consists in the following: development of the theoretical-methodological basis by substantiating the basic concepts of business incubators, small and medium-sized enterprises and the management of business incubators, taking into account the particularities of their development at international and national level; identifying the connection and similarity of development of BI and SMEs based on SWOT analysis; scientific argumentation of the importance of the strategy for developing business incubators as a form of SMEs support; scientificmethodological argumentation of the use of the Balanced Scorecard (BSC) model in evaluating the economic performances of the business incubators from the Republic of Moldova; development of an integrated economic indicator that reflects the managerial performance of BI and can serve as a criterion for optimizing the implementation of innovative technologies in SMEs; elaboration of a set of proposals for developing the activity of business incubators in the Republic of Moldova within clusters; elaboration of the strategic direction of development of the industrial parks as a form of support for business incubators from the Republic of Moldova.

The obtained result that contributes to solving the important scientific problem consists in the nonparametric model DEA_UASM for calculating the rating of business incubators, which allowed obtaining the applicable techniques for evaluating the efficiency of the managerial performance and forecasting the development of the Business Incubators in the Republic of Moldova in order to use them as support infrastructure for SMEs. Theoretical significance. Verification of the purpose and objectives set out in the thesis requires testing the theoretical significance by analyzing the BI concept and their role in the market economy; to argue the concept of vertical cooperation of business incubators within industrial parks; highlighting the role of public authorities in creating business incubators at the local level; to argue the strategic directions for developing the business incubator network in the Republic of Moldova.

Applicative value.

Testing of the applicative value determined the identification of practical recommendations presented in the thesis, which are: applying the proposed conception of creating BI; applying the BSC model and the economic-mathematical model by applying the DEA_UASM (computerized data analysis) software for evaluating the efficiency of the economic activities of the business incubators in the Republic of Moldova.

Implementation of scientific results. The theoretical aspects and practical recommendations presented in the thesis will be applicable and will contribute to making BI more efficient. The certificates of implementation are: Implementation Acts from BI Sangerei, BI Leova and the National Institute for Economic Research (NIER). 6
