Summary

Taking in consideration the level of all the studies regarding the different aspects of the police activity, the scientifically novelty of the obtained results is determined by the nature of the theme and also by the way of approaching the research of it. The author started with a complexed investigation (juridical-comparative one) regarding the normative ensurance of the police bodies activity and especially of the constitutional aspects regarding the legal statute of the policeman in the Republic of Moldova. The scientifical innovation is related also to the scientifical recommendations evolved by the author as a result of all the investigations concerning the normative guarantee of the police bodies activity and its staff, inclusively proposals regarding lege ferenda.

The theoretical importance of he work consists of the real contribution concerning the development of the national juridical doctrine, especially when it’s about the science of the constitutional law, administrative law and police law, regarding the completion of the juridical police statute’s structure, especially of the block elements of the legal liability with a new element - the police deontology norms, the specification and proposal by his own of some new definitions of the notions like: the structure of the juridical statute, civil servant, police bodies, general administrative police, special administrative police, elements of the system of the police functions, the principles of the police activity, legal liability, material liability, disciplinary liability, administrative responsibility, police deontology.

The applicative value of the work consists of the real usage of the scientifical recommendations and conclusions vis-a-vis the constitutional aspects regarding the legal statute of the policeman in legislative creation, the adjustment of the normative frame in aim to optimize the activity of the police bodies, in the process of institutioning the „Police Law” in the institutions of study of the police bodies and also in the institutions of juridical superior study, and of course, in the process of organization the selection and professional preparing of the policemen.
