Summary

The thesis is structured in: introduction, three chapters, general conclusions and recommendations, bibliography of 159 titles, 8 annexes, 126 pages of basic text, including 42 figures, 21 tables and 16 formulas. The results of the research are published in 24 scientific papers.

Field of study: economics, management, public investment services.

The aim and objectivesof the paper are to study the impact of project management on the socio-economic development of rural areas of the Republic of Moldova and to develop non-parametric techniques for evaluating project management in the implementation of information management system for investment projects in rural areas. The objectives of the thesis are: studying the conceptual and theoretical bases regarding project management; analysis of methods used in project management; analysis of the development of the rural space in the Republic of Moldova; determining the impact of investments in the economic development of the Republic of Moldova; analysis of investment projects on the development regions of the Republic of Moldova: North, Center and South; estimating and analyzing the impediments in the sustainable development of the rural area; forecasting the development of the rural space through the investment projects management; elaboration of recommendations regarding the modernization of the investment project management applied in the LPA.

The scientific novelty and originality is determined by the purpose and objectives of the research and consists in: Delimiting the aspects of defining and theoretical approach to project management; Delimitation of the aspects of definition and theoretical approach of the rural space; Determining the impediments in the development of the rural space, through the management of the investment projects; Determining the impact of investment projects on the sustainable development of rural areas; Argumentation of the managerial performance indicator in attracting investments in rural areas. Realization of the econometric model for evaluating the contribution of social, economic and natural factors in the realization of investment projects in LPA. Elaboration of recommendations regarding the sustainable development of the rural area through the project management.

The theoretical significance and applicative value of the thesis consists in the development of theoretical concepts regarding rural space and project management, determining the impact of projects on sustainable development of rural space, as well as elaborated recommendations, the application of which would allow the socio-economic development of rural areas of Republic of Moldova, in elaboration of the macroeconomic mechanism for the promotion of investment projects based on non-parametric methods of data envelope analysis.

The important scientific problem solved consists in delimiting the landmarks defining the sustainable development of the rural area through the project management, presenting the ways of rural development based on the analysis of the impact of investment projects and defining significant criteria for developing investment project information system.

Implementation of scientific results: scientific results were implemented by LPA Truseni, Chisinau municipality; SRL „Baronesa Bianca” dstr. Orhei, vill.Butuceni. The analysis of the results of the survey of young entrepreneurs was also reflected in the project of Rural Financial Services and Agricultural Business Development (IFAD V) and the Rural Program for Inclusive Economic and Climate Resilience (IFAD VI) implemented by UCIP-IFAD.
