Summary

Structure of the thesis: introduction, four chapters, general conclusions and recommendations, bibliography of 166 titles; basic pages – 142, figures – 8, tables – 9. The results obtained are published in 16 scientific papers.

Purpose of the paper: complex and indepth research on the organization and functioning of public administration in the context of decentralization in order to establish existing dysfunctions, identify ways and means of developing efficient and responsible public administration.

Research objectives: identifying the degree of reseach on the issue of decntralisation in the literature in the country and abroad; theoretical-methodological analysis of the organization and functioning of public administration from the perspective of the principle of subsidiarity; research on the organization and functioning of public administration authorities in the Republic of Moldova in order to identify existing dysfunctions; comparative analysis regarding decentralization of power and consolidation of local autonomy in EU countries and identification of advanced administrative practices, relevant experiences in their creative adaptation under the conditions of the Republic of Moldova; identifying ways to modernize public administration and shaping a vision for the administrative organization of the national territory under conditions of subsidiarity.

The novelty and scientific originality of the paper consists in: theoretical substantiation of the decentralized character of the state, identification of local authorities/local public administration as an independent element in the political and administrative system of the state, integral part of the executive power; the innovative approach to the problem of decentralization and deconcentration of power in order to develop the complex of central and local public administration as a factor for their modernization.

The scientific problem solved resides in: the scientific substantiation of the decentralized administrative system and the identification of the ways and modalities of the complex modernization of the central public administration and the local public administration in the conditions of decentralization of power.

The theoretical significance of the research consists in: strengthening and complementing the basic concepts of the decentralized administrative system; theoretical basis of the principles of organization and functioning of public administration in conditions of subsidiarity.

The applicative value of the paper: the conclusions and recommendations formulated can serve as a basis for the competent authorities of the state in order to conceptualize a political-strategic vision regarding the decentralization of power and the consolidation of the local autonomy and democracy in the context of the principles of good governance, in this sense, the constitutional provisions and the development of the relevant normative framework.

The implementation of scientific results was achieved by: scientific publications on the researched subject; implementation of the new system of local public finances; strengthening the revenue base for local budgets; establishing the legal guarantee of local autonomy; amendment of the relevant normative framework.
