Summary

Present work is dedicated to the research of the factors that influences the competitiveness at the national and international levels focusing on the role of the human resources.

The research paper analyses the competitiveness concept, factors that influences its growth, priorities at the different stages of competitiveness as at the state level, so at the level of an enterprise. The World Economic Forum’s survey analysis allowed identifying the most important barriers in the business development in the Republic of Moldova.

Also, as a result of studying theories and practices regarding human potential and of the factors that influences human resources’ creation, development and management, some important aspects were unidentified as major priorities at the moment in the framework of the process of growing national competitiveness, named in present work “human factors”, as for example education, professional development, etc. Some psychological aspects of the attitude at the workplace, work evaluation and ways of motivation of personnel aiming the work productivity growth were also analyzed.

Studying the migration problem in the Republic of Moldova a vision of solving the problems in this area is proposed. Studying the global experience, the “cluster” type economic system is proposed to be implemented in the Republic of Moldova, as a system for competitiveness growth through the development of innovations and improvement of national human potential. Also, analyzing the efforts of the national public authorities in their cooperation with international institutions in the area of informational technologies, the role of knowledge in this area is demonstrated and national potential is analyzed in this regard.

The results of the research allowed the formulation of the recommendations regarding competitiveness growth of the Republic of Moldova and human potential development through creation of conditions for the appropriate development of the influencing factors in this area.
