Summary

The thesis is a scientific study with a juridical character of the social service as an institution of social protection right in the administrative institutional aspect.

In the paper is reflected the role and place of the social service within the social protection right as a distinct institution, it is studied the concept, particularities and principles of social service, it is also mentioned the social service in some international regulations, and there defined and classified the duty of social protection.

The social service is approached as a proper administrative institutional system that represents a complex of institutions, which contributes directly to the organization and functioning of the social service system. Especially, it is defined within the institutional administrative frame of the social service, there are made investigations regarding to the organization of the social service at central and local level.

By approaching the social service as a practical activity (public administration), it has been researched the practical and theoretical aspects referring to its content: money rendering, nature rendering, social services, and legal regulation.

It has been studied the notions: social services, services of social assistance, the distinction between these and notion of consumers services, it has been analyzed the act “Package of state base” of social services, it has been defined communitarian social services, it also has been evaluated the role of non-governmental organizations in social services supply.

The realized scientific study consists in mentioning the importance of social service as a legal institution of the social protection right in the realization of the measures and practical activities of social assistance.
