In this dissertation the main attention has been focused on the research of essence of civil service in the Republic of Moldova as a qualitatively new public phenomenon. It is done for the first time using the consolidated analysis in unity of its theory, legislative regulation and practical application. Also for the first time a new approach to the role of civil service in improvement of the level of public administration has been substantiated. The reform of civil service holds a particular place in the content of this dissertational work. In our opinion, the bases and mainstreams of this reform have been reflected in the Chapter Two of the Dissertation – Modern Concept of Civil Service Development in the Republic of Moldova.
The reform is aimed at profound enhancement of civil service efficiency in the interests of development of our society and strengthening of public administration, creation of the integral civil service system with due account for national and other characteristics.
This objective should be achieved by a complex of organizational, financial and legal measures. We consider that among them the legal regulation of public relations linked with civil service performance has to play a substantial role. Improvement of legal framework dealing with work relationship of civil servants is directly connected with fulfillment of the task of profound enhancement of civil service efficiency.
We think that the legislation on civil service should be focused on the incentives for initiative fulfillment and in good faith of official duties, the introduction of necessary limitations and interdictions, and the establishment of remuneration for work adequate to efforts to do it. These factors, in their turn, influence directly the results of professional work of civil servants and therefore the performance by the concerned state agency of functions assigned to it.
In such conditions the increasing interest in the country for foreign experience concerning the organization of civil service is logical.
In our opinion, in the international relations in the field of civil service the objective of the State is to pay attention first of all to foreign experience in legal regulation of civil service, to forms and methods applied to implement the human resources policy, scientific-methodological and information-analytical support of civil service functioning.
The primary concern of civil service functioning in Moldova in modern conditions is the problem of seeking such a model which would be appropriate to the purposes of reorganization of the central public administration and would allow bringing its key parameters and activity results on the level achieved by a majority of developed countries.
