The thesis for the doctor is dedicated of modern problems of institutionalized power in the countries in tranzition. Is analysed of legal basics o formation of public authority in the contries in tranzition. In particular is investigates particularities in performance of function of a public authority, interaction between personality and institutionalized power of state under conditions of societies in tranzition, andissues related to legal basics of formation of public power in countries in tranzition.
The author has introduced in scientific circulation the foundation of a new theoretical-juristic approach for the notion of “social security of individe” and exposed the mechanism of assuring it.
Is researched on the most important mechanisms of internal stability of the power of state in transition, reveals problems related to limitation of the power institutionalized by law, research on constitution as a mechanism of internal stability of societies in tranzition, a research on establishment of legal norms in a constitutional state, as one of the most important mechanisms in formation and operation of power, institutionalized by the state.
Author has examined legal principles of organization of institutionalized power, in countries in tranzition with different forms of goverment and political regime, including conditions (premises) for operation of an efficient power institutionalized in the state.
A particular attention has been paid to particularities of fulfillment of rights and liberties of peopl an citizens, problems related to regulation of self-administration in societies in tranzition as a foundation for higher efficiency of the institutionalized power in the state.
