Aims and objectives of the thesis: The complex study of the problems associated with the guarantee of the rights of citizens for security in Republic of Moldova and Romania. Objectives – studying of the evolution of the legal framework, governing the freedoms and citizens' rights for security in the different constitutional sistems; analyze of the sources, essence and importance of evolution of "habeas-corpus" rights; examine the legislation of Republic of Moldova and Romania, regulating the right of citizens for safety. Methodology: There were used different scientific and theoretical methods, such as: statistical analysis, logical, quantitative and comparative methods; historical approach. Novelty and scientific originality: consists in a comprehensive study of theoretical problems associated with the guarantee of citizens' rights for safety. We specified the special pattern of evolution of this law, analyzed the various scientific opinions, drew the conclusions and the scientific-practical recommendations that represent the scientific views of the author on such an important issue as the guarantee of freedoms and rights of citizens for safety. Theoretical value: In doktrine-theoretical aspect studied the legal nature of the rights of "habeas-corpus" in Republic of Moldova and Romania. In legal and regulatory aspects there were analyzed national and international law provisions, guaranteeing the rights of citizens for safety. Applications: The work can be used as a textbook for those who study human rights safeguards, lawmakers in their legislative activities, and practitioners responsible for implementing of the rights and freedoms of citizens in the Republic of Moldova and Romania. Implementing of scientific research: The implementation of scientific recomendations by public bodies of state power would significantly improve the affairs in the field of guarantees of citizens' rights for safety.
