Goal and objectives of the thesis. The doctoral thesis is dedicated to the analysis of the complex issues and identification of theoretical and practical problems, of legislation and national practice, as well of other countries on the specifics of organization and function of the public authorities in the organization of the traffic security.
Scientific novelty and originality. Containing an in-depth analysis of the system of public administration, of the principles and rules which constitute the basis for the organization and functioning of the public authorities of central and local level, the research comes to present the general ideas, hypothesis and doctrinal concepts, of the national regulations and other countries on the specific of the organization and functioning of public administration authorities for the assurance of traffic security in the context of qualitative public services in the field of traffic, betterment of the discipline of the participants in the traffic and decreasing the number of traffic accidents with grave consequences.
Theoretical significance of the study. The doctoral thesis will bring an improvement in knowing better the system of the public authorities empowered to ensure traffic security, as well the interaction between them. The work will give the possibility to the interested ones in this field to understand better the principles and rules of organization and functioning of the public authorities and public services from the Republic of Moldova.
The work will give the possibility for the civil servants from central and local public authorities to know better the theoretical and practical problems on the organization and functioning of the public authorities, as well of public services, in the assurance of the traffic security.
Applied value of work. In terms of doctrine and theory is based and demonstrate that the function on the state in the road security is achieved through public services. In terms of analyzes normative-legislative provisions of the national legislation and from other European countries and scientific recommendations are made for developments in road safety organization. From a legal and teaching comparative analysis in the organization of the road safety will be useful in teaching process.
Implementation of scientific results. Conclusions and proposals may offer solutions for modernizing the legal framework and material can be used as starting for any further approach to road safety issues on the organization and practices in Europe.
