Summary

Structure of thesis: introduction, 5 chapters, conclusions and recommendations, bibliography contains 147 sources, p.154 basic text. The obtained results are published in 10 scientific studies.

Area of study: constitutional law.

Purpose and objectives of study: in general the purpose of study is to make a systemic approach to political pluralism and transparency in terms of influence on the development of pluralist democracy and building the rule of law, in particular – on methods, rules and procedures regarding the organization and functioning of the Parliament of the Republic of Moldova.

There are following objectives: setting genesis of the principles of political pluralism and transparency and their influence on the exercise of national sovereignty in conditions of pluralistic democracy; scientific approach of the necessity of organization and functioning of representative legislative bodies on the bases of political pluralism and transparency; identification of mode and rules of pluralistic democracy in parliamentarian activity.

Scientific novelty and originality: The important scientific problem that is necessary to be solved in this field is to define the pluralistic democracy in which bases the legislative bodies are organized and function, as well as to identify the rules, procedures and methods used in achieving the legislative function of a state. There were demonstrated different features of the principles of political pluralism and transparency, identifying the advantages and disadvantages of the principles of political pluralism.

Theoretical significance: Through it context the thesis develops theoretical problems about the principles of political pluralism and transparency in organization and functioning of public authorities in Republic of Moldova.

Applicative value of study: The study will offer those who is interesting in the studying of pluralistic democracy to have a deeper knowledge of principles of political pluralism and of transparency in organization and functioning of public authorities in the Republic of Moldova.

Implementation of scientific results: Scientific results of present study can be implemented in the organization and functioning of the Parliament of the Republic of Moldova, amendment of legislation, as well as in the development of citizens’ rights to information, free expression of the opinion, access to information and development of some traditions in relations between parliamentarian majority-opposition. The study will be useful for the students from Legal Departments from the Universities which study constitutional law and the problems regarding the organization and functioning of public central authorities, as well as for numerous persons who wish to know the problems about the evolution and development of public life in the Republic of Moldova.
