Summary

Structure of the work: PhD Thesis comprises: introduction, three chapters, general conclusions and recommendations, bibliography from 231 sources, 15 annexes. The volume of the work is comprised of 147 pages of main text, 14 figures, 24 formulas and 6 tables. Obtained results are published in 3 reviews and 9 publications of symposium materials.

Study field: Social insurances.

Objective of the thesis: structuring and thoroughgoing study of basic concepts regarding social insurances concept, principles and functions; research upon social insurances evolution, identification of genesis and basic steps in development, as well as general legitimation, taking into account foreign models on social insurances organisation; assessment of the social wellbeing production degree through typologies of wellbeing states models, establishment of practices relevant for the Republic of Moldova and comparison in regards of application to the national mechanism of wellbeing production; analysis of financial fluxes in the budget of state social insurances and estimation of its functioning from the point of view of its sufficient formation sources; elaboration of the econometric model, allowing assessment of the income and outcome fluxes from the budget of state social insurances and its empirical testing.

Scientific novelty and originality consists of: specification of the role played by social insurances within the social protection of population; completion of one of the main functions of social insurances – preventive function, that prevents against the risk on work capacity and health loss; demonstration of increase of the role and importance of social insurance preventive function at once with society development and increase of the population standard of living, a fact which contributes to the reduction of expenditures for allowances in case of temporary loss of working capacity, and as consequence will contribute to improve the population health level; identification of trends for the development of social insurances in countries with developed economy and elaboration of recommendations on their partial implementation in our country, taking into account specific economic aspects in the Republic of Moldova; reasoning of delimitation for social insurances and social assistance in order to streamline the expenditures related to the social protection of population; elaboration of recommendations on efficient management of financial fluxes from the budget of state social insurances of the Republic of Moldova, by reasoning of the need for state active involvement in seeking for additional financial sources for the budget of state social insurances.

Theoretical meaning: structuring of theoretical approaches related to the concept of social insurance; delimitation and development of social insurances notions and identification of the application domain in the Republic of Moldova; methodological description of social insurances financial mechanism and of the risks related to social insurances; consideration of the multidimensional aspect of the state wellbeing through modern theories; synthesis of social insurances mechanisms on the basis of models established in international practice.

Practical value results from comprised recommendations, which implementation will increase the efficiency of activities in this field of ministries and public institutions. This thesis could be also recommended as bibliographical source within the teaching process in the economic high education institutions.
