The structure of the dissertation. The thesis consists of tables of contents, introduction, three chapters, which include nine sections, and a brief summary at the end of each chapter, the theoretical conclusions and recommendations, a bibliography, and 7 attachments. From the quantitative point of view, the thesis consists of 137 pages and the list of references includes 230 names. The author published seven scientific papers that are based on the research topic (financial security).

The main purpose of the thesis is to identify and to develop some theoretical concepts and practical guidelines that would provide legal, scientific and practical background for the system of the financial security and would dramatically improve the legal mechanism of the Republic of Moldova and would finally contribute to the establishment of the efficient financial security in our state in the 21st century that is full of economic and political challenges.
The objectives of the dissertational research are: - to clarify the conceptual apparatus and the content of the concept of “financial security” based on an analysis of the main approaches to the problems of security, - to investigate the concept of financial security, - to identify and to justify its role and place within the economical and national security, to analyze the domestic and foreign legal experience in order to efficiently ensure the financial security of the state, to improve the legal mechanism of the financial security of the Republic of Moldova.
Scientific novelty and originality lies in the fact that the first attempt a comprehensive analysis of financial security, as a legal category and legal institution, and the role of the organs of the State in its security. The requirement of novelty is consistent with and support new theoretical legal approach to the concept of financial security and disclosure of the legal mechanism.
The decision of the principal scientific problem considered in the study are: postdoctoral scientific definition of "financial security" law of the State and level of its financial system barometer; theoretical conclusions from analysis of local and foreign experience in the operation of the system of financial security of the State and the mechanism of insurance law; practical recommendations that are aimed at creating a centralized system of financial security in the Republic of Moldova and to improve the mechanism of law concerning them.
The theoretical significancelies in the fact that based on the purpose and objectives in the comprehensive study of the financial security of the state, are revealed the most significant problems of theoretical and legal aspects of the legal mechanism for achieving it.
The practical significance is determined by the fact that the research has been conducted by analyzing the possibilities of the financial security of the state and the legal mechanisms to ensure it, and the results and the conclusions are issued using different useful recommendations.
Practical application of the thesis’ results. The theoretical and practical conclusions and recommendations might be considered by different state structures of the Republic of Moldova in the process of developing and implementing programs regarding the topic of financial security of the state.
