Summary

The structure of the thesis: introduction, three chapters, general conclusions and recommendations, bibliography from 178 titles, 19 figures, 16 tables, 25 formulas and 26 annexes. The made researches are reflected in about 11 scientific publications.

Domain of study: the financing of the health protection system, finances.

The aim of the research: the study of the theoretical, methodological mechanisms of financing of the health protection system by the identification of the optimal directions and of the efficient maximal aspects which will contribute to the consolidation of the activity of the republican medical institutions and the achievement of the financial performances in the given sector.

The novelty and the scientific originality of the research consist in the profound scientific study of the theoretic approaches concerning the efficiency of the funding mechanism of the health protection system; the identification of the funding mechanisms which are staying at the base of the health protection systems in the international countries; the elaboration of the prognosis concerning the optimization of the resources of the republican public sanitary and medical institutions; the elaboration and the validation of the mathematic model the integral efficiency index in the aim of funding mechanism efficiency of the republican public sanitary and medical institutions; the establishment of the possibilities of efficiency of the funding mechanism by the application of the internal audit as managerial instrument; the elaboration of the algorithm efficient cost of financing connected at the organizational structure of the republican public sanitary and medical institutions concerning the efficiency of the existent funding mechanism.

The important scientific resolved problem in the thesis consists in the efficiency of the finding mechanism of the health system by the substantiation of the possibilities of modelling of the future financial resources, in function of the attracted financial resources, also by the determination of the importance of application of the cost efficient algorithm of financing and of the mathematic model the integral index of efficiency, recommended to the departments of economy and financing of the public-sanitary and medical institutions of the Republic of Moldova.

The theoretic signification of the thesis consist in the identification of the optimal directions of financing of the republican, medical institutions and the highlighting of the positive impact of efficiency of the financing system of the health protection system from Republic of Moldova, by using an mixed mechanism, multi factorial integrated, based on diversity, indentified after an randomized study of the financial indicators based on scientific proofs. The made researches highlighted new approaches of financing of the Republican Public Sanitary and Medical Institution, demonstrated the diminution of the quantitative, qualitative and rhythmic risks of financing.

The implementation of the scientific results. The methodological elaborations and the afferent practice recommendations of efficiency of financing system of the health system, the proposed financing principles, the methods of monitoring and improvement of the management of the republican medical institutions, the use of the internal audit, the application of the financing efficient cost algorithm, and of the mathematic model efficient integral index of financing were accepted to be implemented by the Public Sanitary and Medical Institution Mother and Child. The application of the recommendations and the proposed methodology can constitute a reference point for the levels of medical assistance in the tertiary, secondary and primary sector. Concomitant, the researchers can be useful in the completion of the university courses and post university speciality disciplines.
