Summary

Thesis structure: the work is set forth in 130 pages, basic text, and consists of introduction, 4 chapters, conclusions and practical recommendations, summary in Romanian, Russian and English, and bibliography of 105 titles, including 36 figures, 14 tables and 2 annexes. The results obtained are published in 9 scientific papers, including 3 without coauthors.

Domain of research: social medicine and management.

Scope of the research: exploring the impact of influence of health-social factors on the health of uninsured persons and elaborating the measures to increase the access of uninsured persons to the health services provided with the mandatory health insurance (MHI).

Objectives of the research: analysis of the evolution of health insurance systems in different countries and Republic of Moldova; exploring the impact of the MHI system on medical and demographic indicators in the Republic of Moldova; study in dynamics of the level of coverage of the population of the Republic Moldova with MHI; comparative evaluation of the results of uninsured and insured persons opinions regarding medical and social factors influencing state of their health; elaborating the recommendations regarding the increase of the access of the uninsured persons to the health services provided with MHI.

Novelty and scientific originality. Addressing for the first time of impact of medical and social factors influencing state of health of uninsured persons in the Republic of Moldova for elaborating of some measures to increase the access of uninsured persons to the health services provided with MHI.

Scientific problem addressed in the thesis is represented by the evaluation of impact of health-social factors influencing the state of uninsured persons health and scientific substantiation of ways to increase the access of uninsured persons to the health services provided with MHI in order to exploit them in public health policies and strategies and the related regulatory framework.

Theoretical significance of the research. The work is part of public health policies and is the first scientific research work in the area of assessing the impact of health-social factors influencing on the uninsured persons health state and gives the prospect for increasing the population access of uninsured persons to the health services provided with MHI. The research outcomes are scientific evidences and provide arguments to be used in developing policies and strategies in the area of MHI.

Applied value of the thesis. The research is to provide arguments, evidence and materials necessary for the development, adjustment and development of the regulatory framework regarding the increase of access of uninsured persons to the health services provided with MHI; and perception of health, reflecting the global assessment which the person makes about his health, integrating aspects of objective and subjective, especially his knowledge and experience about health or disease, will be used as an alternative method for assessing the state of health.

Implementation of scientific results: the research outcomes were used in elaborating the Law on MHI funds, Unique program of MHI and Methodological regulations for applying the Unique program, as amended and supplemented, Strategy for institutional development of the National Health Insurance Company, in activity of the National Health Insurance Company and Territorial Agencies of the National Health Insurance Company etc.
