The beginning of the 21st century faced the entire complexity of problems that poses special challenges to the national and international security, to vital interests of individuals, society and the State, to mankind at large.
The grave consequences of the intensity of terrorist actions today come out more and more critically within the frameworks of the civil society, national and international security systems.
The terrorist attacks with the unprecedented cruelty against the USA, Spain and other countries shook the balance of the international security system itself. The consequences of such barbarous inhumane terrorist crimes committed in different regions of the world, as well as the fanaticism of terrorists shocked the entire humanity.
The Thesis is devoted to the research of the complex of theoretical and scientificapplicative issues related to the international security and terrorism crimes concept, as a factor leading to its destabilisation.
The main goal of this Thesis is focused on the research and analysis of major trends of the contemporary terrorism, on the determination of its role and place in the new national and international security concept definition, on drafting theoretical justification of practical recommendations to optimise the national and international policy for fight against terrorism.
The scientific innovation of this research paper is the fact that through the logical development of a number of ideas, the basic assumptions to liquidate terrorism; major forms of joining efforts of the intelligence agencies to fight against terrorism; the need to analyse and generalise the information on the situation and dynamics of the international terrorist manifestations; the role of parliaments and inter-parliamentary organisations to increase the effectiveness of fight against terrorism; the drafting and consistent implementation on the international level of the common political stand and concerted practical actions to counteract terrorism were highlighted.
The final part of the research amount to generalisations and suggestions resulting from the in-depth study, research and analysis of this topic.
The material presented in this paper may be used in the educational curricula of the legal
schools and universities, as well as a source of advanced legal knowledge and political culture for
everyone who is interested in this subject.
