Summary

Assessment of the processes of the external trade which are very important domain in the economy of the Syria, are also significant not only for Syria but for another countries which have reserves in the development of the national economy. The purpose of the present research is to reveal the features of economic and social dynamics of Syria, external economic activity, marketing activity and on this basis, the development of the complex of export-promotion measures of microeconomic, mezoeconomic, macroeconomic, regional and mondoeconomic character for mid-term prospect. On the basis of the external trade classic theory evaluation of the promotion of the goods in the international market, the author argue his self opinion and proposals to improve and extend advantages bilateral and multilateral relations with the scope to improve efficiency of Syrian external trade and formulated conclusion and proposals for the development of the Syrian economy which are under the influence of the global and regional processes, some times tenseness.

In the present thesis, the following methods were used: the historical method of normative analysis, the method of statistical analysis including economic and social statistics, and econometrics; the forecasting techniques of extrapolation and simulation. As results of investigations author performed a comparison of alternative theories of export-led growth techniques – export-promotion compared to import-substitution; theoretically grounded the relationship between export-promotion and economic growth and tested at the example of the most dynamic developing countries; carried out a comparative analysis of dynamics of change of the most important external economic parameters of Syria and other countries; elaborate and tested several economic-mathematical models describing the optimization of export activity; established relationship of different levels in the policy of export promotion activity.

The theoretical and practical significance of the thesis are the elaboration of the general, long-term, multi-level, multi-variant framework to constructing export promotion concept, programs and strategies for Syria. It can be applicable for the government in elaborating its international and regional trade agreements. It can be useful to branch ministries, departments and agencies when optimizing the commodity structure of exports. Some elements from this thesis have been used in the implementation of the policy of international trade in the Republic of Moldova and other countries. It will be interesting to individual exporting firms when solving transportation, storage, consignment and other optimization problems. The present work does not give exhaustive recommendations that could at once be implemented in economic policy. It contains methods and directions rather than postulates: it is a set of tools and examples allowing their owner to develop them and draw correct conclusions.

The structure of the thesis was determined by the logic of investigations and includes introduction and three chapters with respective paragraph and intermediate conclusions, final recommendations and conclusions, bibliography and appendices. The Chapter I – “The Theoretical and Methodological Framework of International Trade” describes the main theories of the international trade and analyzes the necessities, possibilities and effects of international trade liberalization for the economy of Syria. Chapter II – “Evolving Diagnosis of Syrian External Trade: Advantages and Disadvantages” are dedicate scientific basis of the trade policies, trade policy tools, successful trade policy examples and comparative analyzes of the alternative policies (concrete export promotion or import-substitution). Chapter III – “The Strategies, Policies, Techniques for Extending and Promoting Syrian External Trade” include the evolution of the main indicators of the Syrian international trade inclusively in comparison with another countries from the region, the general framework of the present trade policy, activities of the promotion of the international trade relationship, the main directions and perspectives of their development and some models of the optimization of export decisions. The conclusions and proposals from the thesis can be used in the activity of government structures of the Republic of Moldova and Syria in the processes of international trade activity.
