Summary

There are principal problems being researched in PhD thesis that are describing the influence and relations existing between forms of governing and the Presidential institution in different states all over the world, independence and internal independence between these political-juridical categories in organization and efficient functioning of state powers. During scientifically investigations there were put forward some major tasks, as for example: to describe the way, passed by Presidential institution in Republic of Moldova from the declaration of its independence till the present; to make some theoretical conclusions concerning evolution of the form of governing and of Presidential institution in Republic of Moldova, in some Central European states and CIS; to analyze some mechanisms that are available for the President through constitutional norms and other legislative acts on the way to a successful realization of the its functions and attributions; The author of the thesis has exercised an investigation that demonstrates the role of the Chief of the State in modern political regimes; particularities of Presidential institution in Republic of Moldova; role of the Chief of the State as a guarantor of national sovereignty, independence and territorial integrity, as well as guarantor of Constitution; There were analyzed the sources and modes of realization of the functions and competencies of the President of Republic, as well as the importance of the mechanisms through which the President of the Republic exercise its attributions; There are practical and concrete proposals presented in the thesis concerning the improving of the legislative framework in domain, from the point of view of new social-economic and juridical conditions, created in Republic of Moldova.
