Thesis structure: the thesis includes introduction, 3 chapters, conclusions and recommendations, bibliography consisting of 133 sources, 16 annexes, 110 pages of main text, 23 figures, 9 tables and 13 formulas. The researches are published in 25 scientific works.

Field of study: Finance, Medical insurance, Social security.

The thesis aim is to identification of modern financial instruments to accumulate financial resources to improve the process of financing the healthcare system in Republic of Moldova.

Objectives of the thesis: study thorough of the health care system; study thorough of the term health capital in conditions in Republic of Moldova; analyze models of financing health care systems and comparing them to the local system; analysis of international practices in order to identify modern funding sources of health care system; identification of financing the health care system in Republic of Moldova; analysis of total expenditure on health care and their structure in Republic of Moldova; conceptual development of the financial mechanism by applying to the health care system; arguing the need to apply modern financial instruments for attracting financial resources in health care sector; formulating proposals for improving financing health care system in Republic of Moldova.

Scientific novelty and originality: thorough going study the theoretical health system for recovery the health capital; developing and scientific substantiation of the financial mechanism of the health care system; developing econometric models to correlate with health care expenditures for influencing factors; developing the methodology of calculating the vice tax and determining the volume of financial resources accumulated by its setting; developing the methodology for creating health funds by training health savings accounts.

Important scientific issue solved in the field of research relates to developing and scientific substantiation the operation of financial mechanism of the health care system revealed the financial instruments of accumulation of additional financial resources to improve financing health care system in Republic of Moldova.

The theoretical significance and applicative value: The theoretical importance of the thesis consist in developed the many concepts of capital health; systematization funding models by highlighting public and private financing of health care system; scientific substantiation the operation of financial mechanism of the health care system. By using econometric models research represent a rich instrument quantification, analysis, and decision for those interested in financing the health care system. Develop comparative analysis on the financing of the healthcare system in terms of a new approach to classification models of financing health care system internationally; developing the methodology of calculation the vice tax and determination of financial impact; preparation of proposals for organization the health care system multi-sickness by creating health funds.

Implementation of scientific results. The most important results of the research have been accepted for implementation within the Ministry of Health of the Republic of Moldova, the Ministry of Finance of the Republic of Moldova and teaching activity within the Academy of Economic Studies of Moldova.
