Summary

The thesis is a scientific research of legal nature in the field of social assistance of children and families with children. Since social assistance is treated in this paper as an institute of social law, it is defined as an ensemble of legal norms meant to regulate legal relationships that emerge between the individual or family in need and the authority empowered to offer various social services to the former. Both a state and a non – state authority empowered by the state can act as the authority stated above.

In thesis it is identified the place of social assistance within the general system of social security, there are established the categories of children currently in need in the Republic of Moldova. The author defines the competent institutional framework in the field of social assistance of children and families with children and identifies the role of international governmental and non- governmental organisations and structures in this context.

It is also defined and classified the social assistance offerings granted to children or families with children. Especially, there are examined the offerings in cash (indemnities, compensations, allocations, material aids) and in kind (foodstuff, commodities, etc), and indirect social assistance offered to beneficiaries in the form of exemption from taxes, gratuities or discounts granted at purchasing certain goods or different services.

Being examined the social services designed for needy children and/or families with children, mainly the author studies the legal regulations concerning family placements, residential care and day social services designed for children and/or families with children in need.
