Scope and obiectives of the thesis: determining conceptual, methodological and applicable aspects related to the content and development of social services in the Republic of Moldova.The objectives of the study are based on: the methodological argumentation of services as an economic category; identifying criteria for the separation of services in tangible and intangible form; determining specific characteristics of the development of social services in the fields of education, health and culture; identifying ways to improve the quality and efficiency of social services; developing a model for forecasting the dynamics and structure of social services; developing measures to improve the regulatory framework for social services.

Scientific novelty and originality of the investigation consists in:(1) specification of service as an economic category; (2) identification of the specifics of the development of services in the social sphere of the Republic of Moldova (education, healthcare, culture) forming the consumer market of services; (3) identification of factors and ways to improve the quality and efficiency of services; (4) development of model of forecasting of dynamics and structure of social services in the Republic of Moldova.

The important scientific problem solved is to develop mechanisms for improving the quality of social services (education, health, culture) and to determine the needs of the country's population for services, taking into account the specification and ensuring accessibility for the urban and rural population.

The teoretical significance of the thesis: Theoretical propositions and approaches stated in the thesis can be applied by central and local public authorities in the development of social policy. The results of the research carried out can also be used for further scientific development on the problems of increasing the of the social services efficiency.

Practical significance of the thesis: Practical recommendations stated in the thesis can be used to improve the regulatory framework in the implementation of state programs, can be used to improve the state policy in the field of development of social services in the Republic of Moldova.

The implementation of scientific results of thesis are implemented into activity of National Bureau of Statistics of the Republic of Moldova, State University of Education, Physical Training and Sport of the Republic of Moldova, Public Association Bulgarian Scientific Society.
