Summary

The thesis was elaborated at the Department of "Banks and banking activity", AESM, Chisinau and at the Research Centre of University Evry Val d'Essonne, Paris.

The doctoral thesis includes: introduction, three chapters, conclusions and recommendations, bibliography of 227 names, 15 annexes, 149 pages of main text, 21 tables, 27 figures and 12 formulas. The results are published in 9 scientific papers.

Subject and object of research. The work has as a subject of research the Moldovan banking sector, which includes National Bank and commercial banks. As subjects of the investigation is prudential banking supervision in the context of procyclicality of financial systems.

The purpose and objectives consist in analysis of the effectiveness of baking in Moldova in order to identify the opportunities to streamline it.

The important problem scientific resolved consist in argumentation in terms of scientifically and methodologically point of view of the banking prudential supervision mechanism and its effectiveness in terms of procyclicality, which has led to the development of quantitative and qualitative models for the assessment of prudential banking supervision, including in the context of procyclical financial systems, in order to identify the opportunities for streamlining the banking prudential supervision.

Scientific novelty and originality are highlighted by: the development from theoretical and methodological point of view of prudential banking supervision and the banking supervision mechanism under the conditions of procyclicalitys; the developing of the methodology for measuring the level of transparency of banking supervision conducted by the central bank of Moldova and banking supervisory process efficiency in terms of quantity and quality indicators; development of panel static econometric models in order to assess the impact pf banking supervision on the stability and profitability of the banking sector in Moldova, as well as simultaneous equations econometric model in order to assess the impact of the economic cycle (of procyclicality) on the stability of the banking sector in Moldova.

The theoretical significance consists in developing by the author of various concepts related to banking supervision framework, developing the methodology for measuring the level of transparency of banking supervision conducted by the central bank and the methodology for assessing the effectiveness of this process. Also, the author has developed econometric models panel static and simultaneous equations, that can be used for both educational and analytical banking field. Also, the author's conclusions and recommendations can contribute in a significant manner to determine the theoretical visions on effective prudential banking supervision in the context of procyclical financial systems.

The applied value of the thesis consists: in proposing CAMELS tool to be applied at the macro level in order to analyze the performance of the banking sector; in applying the methodology for measuring the level of transparency of banking supervision by the central bank and the methodology for assessing the efficiency of banking supervision, and in applying various econometric models developed by the author for evaluation of performance (stability and profitability) of banking sector in Moldova.

Implementation of scientific results. The most important results of the research were taken for implementation of the National Bank, as the authority of supervision and regulation of the banking sector, the Ministry of Economy of Moldova, as a public authority specialized in banking and financial issues at the macroeconomic level, implicit aspects of financial system stability, and the Academy of economic studies of Moldova, as a higher education institution in the economic field. Also, the European Union High Level Advisers’ mission to the Republic of Moldova confirmed the possibility of using the results and recommendations of the thesis to strengthen financial and economic security of the Republic of Moldova.
