Summary

Structure of the thesis: The doctor's thesis comprises the introduction, four chapters, conclusions, bibliography wit h 134 tit les, 120 pages of basic text, including 42 figures and 5 tables, 3 annexes. The results obtained are published in 17 scient ific papers, with a total volume of more than 28 sheets of author. The area of study Information Systems.

The purpose of the analysis is to optimise costs by developing mathematical models for the description and evaluation of the separate or total costs for wired and wireless telecommunications networks and the development of new public telephone networks in order to ensuring t he right o f access to services in t he sphere o f universal service fo r t he populat io n not having access to this type of services.

Objectives of the paper: researching the theoretical and pract ical aspects of the ident ified main directions and methods of development and optimization of electronic communications networks; developing mathematical models that can be used to analyze and optimise existing networks, or to design and build new networks; determining the priority of universal service as the direction of development of electronic communications networks.

The scientific novelty and originality of the results obtained consists in a new approach to the problem of optimizing telecommunications networks from both a technical and economic point of view, ensuring a high level of quality of services provided through these networks with minimal expenditure in the development process, but also of their expansion.

The results, which contribute to an important scientific problem solution: elaboration of universal math models for optimizing wired and wireless networks at the scale of territorial areas, which contributed to the creation of the methodology and a computer applicaion, oriented to optimize the expenses necessary for the development of networks for the entire territory of the country.

The theoretical value of the thesis consists in carrying out a study of systemic analysis (multiparametric and multicriterial) of the telecommunications network in order to optimize the expenses for its construction and use, going through all stages of the life cycle of the research from the formulation of the hypothesis, continuing with mathematical modeling and case study.

The applicative value of the thesis consists in the elaboration of an application based on the proposed mathematical methods and use it in the practice of solving real problems in the given domain, which confirmed the correctness of the theoretical conclusions and their applicability.

Implementation of scientific results. The elaborated computer application has been implemented in the practice of solving concrete problems of development of electronic communications networks, which is confirmed by an implementation certificate attached to the thes
