The P.H.D. thesis is substantiated on the essential argument of Romanian economical security issues and the laws in this field. In this matter are presented in the thesis comparative analyses on national and international level, the geopolitical and geo-economic causes surrounding Romania, comparative analyses regarding the role of the laws in the field and mathematic approaches regarding the necessity of initiating a series of measures on the line of ensuring the economical security and particularly the initiation of an approach on the line of defense against disasters. The geo-economic and geopolitical orientations in the Balkan area and the maintaining of a conflict state in Transnistria connected with the economic phenomena in continuous movement have contributed to the aggravation of Romanian economical security after 1990. All this has generated social problems and economical unbalance.
The thesis is structured in three chapters; in the first chapter are treated regional geo-economic aspects - the effect and the trends in Romanian economy. The second chapter presents an analysis of operations in the Romanian foreign trade and the effects of the socio-economic and financial risks surrounding the national economy. The appreciation of the risks in national economy through mathematical and economic methods is treated in chapter three.
On the basis of investigations made, the author has studied the elements generating economic insecurity and elaborated proposals and mathematical and economic patterns that can represent the basis of substantiating decisions and strategies. The novelty approach used by the author in the thesis represents the organizing of an informational data-base in a possible cybernetic system and also the mathematic approach in elaborating and selecting defense strategies against disasters, which open the perspective of implementation of the economical intelligence in the whole of the Romanian economic system.
Researches made by the author are contributing to the elaboration, revision and the perfection of the national economy defence strategy against any aggression
