The present work studies the principal theoretical aspects of legal regulations with regard to legal status of ethnical minorities both, in the Republic of Moldova” and constitutional practice of other states.
The scope of the research is systematic analysis of regulations and doctrines regarding ethnical minorities, as well as practical examination of its implementation in running of investigations using comparative law method, as well as the following methods: historical, logical-legal, analytical, other general scientific methods.
The scientific novelty of the work is due to the fact that it is for the first time when in Moldova there was carried out a fundamental study in the relevant field on legal doctrines, legislation in force and modes of their practical implementation.
Conclusions and recommendations obtained as a result of undertaken research may be used: in the educational process in the framework of all educational institutions of the Republic of Moldova; in the process of staff qualification improvement in all fields of activities; at national and international conferences.
Informational base of the thesis is made of doctrinal literature, national and foreign legislation, data on its practical implementation, as well as statistical data of the Interethnic Relations Department, Sociology and Statistics Center of Chisinau municipality.
The results of investigation consist of detailed and complex research carried out for the first time in the legal literature of the Republic of Moldova, of defining rights specific to ethnical minorities and particularities characteristic to them; of appreciation given to the value of ethnic minorities in the state; examining of ways for protection of rights of ethnic minorities in the state based on the rule of law; identification of proposals regarding drafting of ethnic minorities legal status in the Republic of Moldova.
