The highest body of the National Council is a joint plenary meeting of the Committee on accreditation of organizations in the field of science and innovations and the Committee on attestation of scientific and scientific-pedagogical personnel.
The joint plenary meeting is convoked no less than twice a year by the Chairman of the National Council or by requirement of no less than one third of members of the National Council. Decisions of the joint plenary meeting on controversial issues are final.
The joint plenary meeting:
- considers problems of state policy concerning accreditation of organizations in the field of science and innovations, attestation of scientific and scientific-pedagogical personnel of higher qualification;
- determines main directions of activities of the National Council;
- presents projects of nomenclature of scientific specialties and other normative acts for approval of the Government.
