The scientific meaning of this work presents the perfection of the education management and professional development of the personnel within the telecommunications companies. In order to achieve that, the author has studied and analyzed the aspects of this problem both theoretically and practically.
For this purpose, in the thesis have been studied the concepts of education and professional development from the theoretical and scientific point of view, as a basis for ensuring the competitiveness of the organizations in a competitive economy. Besides, in the work are presented the concepts of human and intellectual capital, as well as the difference between them. Also a special attention is paid to the investments in the human capital, especially in the intellectual potential of the employees, as a premise of providing education and professional development to the personnel, as well as the professional competence with all its characteristic features.
From the practical aspect, the diagnosis of the activity of education and professional development of the personnel at the level of national economy has been established, as well as within the company “Moldtelecom” J.C. In this case, the author calculated a series of indicators which point out the problem of education and professional development of the personnel, at the same time indicating precise proposals for straightening out the situation in the field of education and professional development both at the level of national economy and at the level of telecommunications companies. In the thesis is presented the policy of the European Union concerning the education and professional development of the personnel which the Republic of Moldova should also take in consideration in the perspective of adhering to this structure.
In the work has been elaborated an integrated system of professional education of the personnel that aims to improve the situation in this field. The strategy of developing the personnel is also formulated and proved, having as a result the development of the capacities and the improvement of the personnel’s professional knowledge. In addition, a model of assessment of the activity of education and professional development of the personnel within telecommunications companies has been perfected. The author presented the method of calculating some indicators that have the objective to evaluate the education and professional development of the personnel.
The theoretical approach and the practical recommendations presented in the thesis can be
used by national organizations, including the company “Moldtelecom” J.C., with the goal of perfection the activity of education and professional development of the personnel.
